You know TV on the Radio are on a good track when they get David Bowie to offer up his skills (see "Province"), sample Massive Attack and Lou Reed, and have none of those assets overshadow the rest of their work. Every track on 2006's Return to Cookie Mountain is in contention for top honors. It's a gloomy affair, heavy and harrowing in its post-9/11 elegiac stance. Kyp Malone's falsetto and Tunde Adebimpe's deep howl reflect on the turbulent climate, their vocals battling and enduring the hypnotic squall of battered beats, swirling guitars, horns, woodwinds and synths.
